Duties Serve as a medical waiver authority for U.
S.
Army Recruiting Command (USAREC) and develop and coordinate procedural and policy changes in the accession and commissioning of personnel.
The incumbent is responsible for processing Regular Army and United States Army Reserve (USAR) medical waiver applications, reviewing over 30,000 requests annually to determine eligibility for enlistment.
Maintains liaison and coordinates with the United States Military Entrance Processing Command (USMEPCOM) medical staff and chief medical officers at 65 MEPS stations, regarding medical waiver reviews and decisions.
Provides medical professional opinion to individuals, congressional, and other inquiries concerning the aspects of waiver determinations.
Maintains privileges at the installation hospital and performs a variety of patient care for minor illnesses to include medication refills.
Utilizes proper medical judgment in each individual case to determine enlistment eligibility.
Incumbent independently applies diagnostic skills in medical, surgical, and psychiatric disciplines.
Completes medical examination findings, medical test results, specialty consultations and other medical documentation.
Incumbent determines whether an individual with a medically disqualifying condition for entry into the military service is likely to function properly with a medical waiver.
Serves as a medical rating board member, performing work involving adjudication over medical claim matters.
Requirements Conditions of Employment You will be required to provide proof of U.
S.
Citizenship.
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
One year trial/probationary period may be required.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position is designated as moderate risk involving Public Trust.
Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
This is a Term position not to exceed 13 months but can be extended for a maximum of 6 years.
A Term position is not covered under a bargaining agreement.
Occasional travel may be required up to 25% of the time for temporary duty.
Work also includes frequent lifting of moderately heavy items weighing less than 23 kilograms (i.
e.
, under 50 pounds) such as record boxes, equipment, or assisting in self-care transfer activities.
Positions are classifiable to this series when the nature of duties and responsibilities is such that the degree of Doctor of Medicine is a fundamental requirement.
Positions in this series require a current license to practice medicine and surgery in a State or territory of the United States or in the District of Columbia.
Qualifications TERM APPOINTMENT INFORMATION: This position is TERM not to exceed 13 months with provisions to extend, in up to one year increments, up to a maximum of eight years.
Current Army employees who accept a time-limited appointment (to include employees with personal competitive status) will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended.
There is no provision to make this position permanent.

Basic Requirements Degree Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada.
This degree must have been accredited by the Council on Medical Education of the American Medical Association(external link); Association of American Medical Colleges(external link); Liaison Committee on Medical Education(external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association(external link), or an accrediting body recognized by the U.
S.
Department of Education(external link) at the time the degree was obtained.
Licensure For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Graduate Training Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.
e.
, a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training.
For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.
Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.
g.
, internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics).
Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME)(external link).
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association(external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME)(external link).
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
Additional Requirement The incumbent must possess 3 years of graduate training in the specialty of the position to be filled or equivalent experience/training.
Evaluation of Candidates Interviews: Applicants may be interviewed to assure that they possess the degree of skill in interpersonal relationships required for satisfactory performance of the duties of the position to be filled.
Substitution of Experience for Residency Training: Experience may not be substituted for residency training that is essential for the performance of specialized duties.
For example, specialists such as psychiatrists and surgeons must complete the number of years of accredited residency training required in their respective specialties.
An exception may be made when a peer panel of physicians (subject-matter experts) determines and documents that the knowledge, skills, and abilities acquired in professional medical practice are equivalent to those acquired during the same period of time in a graduate training program.
Teaching Experience: Graduate teaching experience as a member of the faculty in a school of medicine or school of public health may be credited for training positions or as appropriate for specialist positions.
(Teaching undertaken as a part of a residency or fellowship training does not satisfy this requirement.
) Education Foreign Education: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States.
Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates(external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.
S.
Medical Licensing Examination.
