Job Description
JOB TITLE: Chief Financial Officer
SUPERVISOR: Superintendent
EXEMPT STATUS: Exempt
WORK YEAR: Up to 240 Days
APPROVED: 8-30-2023
BASIC FUNCTION: Assists with system security for all financial systems.
Assists with creating system reports, queries, and data extract files.
Plans, develops, and implements training programs.
Assumes responsibility of liaison between the department, locations, and vendors.
Works with all phases of accounts payable.
Assists with the implementation of new programs, system reports, and system upgrades.
Maintains a high degree of accuracy in accounts payable related matters.
Assumes responsibility of liaison between the department and MUNIS.
REPRESENTATIVE DUTIES:
Develops and oversees District budgets
Review the cost effectiveness of existing programs and the cost of new programs prior to Board approval
Assists with the maintenance of permissions security and system tables for all financial systems
Develops ad hoc reports, queries, and extract files
Troubleshoots system set-up and data issues
Assists with maintaining and updating data information
Assumes responsibility of liaison between the department and District locations and/or vendors
Performs fiscal and calendar year-end closing to meet required deadlines
Compiles information as requested by District departments and/or open record requests
Performs data research and reconciliations
Perform internal audits; check and review a variety of records, accounts and reports for accuracy, conformance and timeliness; assist with calculations; inspect for proper encumbrances, allocation of categorical funds and processing and payment of invoices and other accounts payable
Completes all trainings and other compliance requirements as assigned and by the designated deadline
Performs other duties as assigned by supervisor

State/District laws, regulations, and codes
School system policies and procedures
ABILITIES:
Plan, organize, coordinate and control a large group of functional units with management and professional-level subordinates involving highly complex activities
Prepare, communicate and deliver presentations both orally and in writing
Coordinate and monitor the financial system of the District
Interpret and explain financial reports, statutory and regulatory requirements, and all Board financial policies
Perform professional and technical budgetary, statistical and accounting functions
Maintain current knowledge of technological advances in the field
Use financial technology programs efficiently
Prioritize and schedule work
Train, supervise, and evaluate personnel

EDUCATION AND EXPERIENCE:
Must possess a Bachelor’s Degree
Must be eligible for Finance Officer Certification by the Kentucky Department of Education
Experience in school finance preferred
Previous leadership/management experience preferred
Must possess a valid Kentucky driver's license.
Has met the requirements for criminal records check and child abuse and neglect check as specified by Kentucky State Law
Contracts are with the district of Breckinridge County Public Schools, not with individual locations.
